For Radio Zet on liquidation of ZUS (Social Insurance Institution) ID cards, 22 December 2009

RMUA form (monthly report for the insured) shall not be used to confirm the right to health services – believes Michał Serzycki, GIODO.

He informed about it during the interview given to Krzysztof Kurek from Radio Zet. Michał Serzycki, the Inspector General for Personal Data Protection, explained that the proposal of ZUS (Social Insurance Institution) to liquidate social insurance ID cards and the confirmation of the right to health services by means of RMUA form could violate the patients’ personal rights, because the ID card contained more information than necessary for the health care institution. – First of all, it contains information on remuneration of a given person which shall be regarded as personal rights subject to protection – said Michał Serzycki. – Moreover, such data are not necessary to determine the patient’s rights to use health services. Therefore, I believe that disclosure of these data to health care institutions violates the adequacy and purposefulness principles provided for by the Act on Personal Data Protection – he added.
